Maar voor wie? Anders dan bij de WOB is voor het tijdig beantwoorden van een WOO verzoek geen dwangsom meer mogelijk. Het doel van de WOO is de besluitvorming binnen de overheid voor het publiek transparant te maken. Met name het mikpunt was de persoonlijke beleidsopvatting van ambtenaren richting de minister bloot te leggen. En wel zo, dat \u2018geheime\u2019 documenten toch door het publiek opgevraagd kunnen worden. Dit naar aanleiding van onder meer het verdwenen memo van een top fiscalist in de toeslagenaffaire. De voormalige WOB liet het bestuursorgaan ruimte om documenten op dit punt niet over te leggen. Anders dan de WOB kunnen de persoonlijke beleidsopvattingen via de WOO wel in anonieme vorm en samengevat in meer specifiek omschreven gevallen verplicht worden meegestuurd.
