Is there an institutional bias of Europe now?<\/p>\n\n\n\n

Het net van de financi\u00eble terrorismebestrijding wordt steeds breder uitgegooid, merken islamitische organisaties (NRC 3\/8\/2022 terrorismefinanciering). De Wwft (Wet ter voorkoming van witwassen en financieren van terrorisme) in art 1f verplicht de overheid een tweejaarlijks verslag te doen van de \u201cge\u00efdentificeerde, geanalyseerde en beoordeelde nationale risico\u2019s op witwassen en het financieren van terrorisme\u201d. In 2019 was het laatste rapport daarover.<\/p>\n\n\n\n

The net of financial counterterrorism is being thrown out wider and wider, Islamic organizations note (NRC 3\/8\/2022 terrorist financing). The Wwft (Money Laundering and Terrorist Financing Prevention Act) in Article 1f obliges the government to submit a biennial report of the \u201cidentified, analyzed and assessed national risks of money laundering and terrorist financing\u201d. In het verslag staat, dat van alle terrorisme dreigingen de focus is gericht op jihadisch terrorisme. Hoewel een eenduidig profiel van de jihadist of de uitreiziger volgens de AIVD niet is te maken, zijn verhoudingsgewijs veel Nederlandse jihadisten van Marokkaanse afkomst. Ook de meerderheid van de Nederlandse uitreizigers is van Marokkaanse afkomst. Bij de demografische kenmerken van Nederland kwam naar voren dat Marokkanen een van de grootste migrantengroepen van Nederland vormen. Aldus de AIVD. Daarbij zou de grootste dreiging lopen via de \u2018verwerving en\/of financiering via stichtingen of andere rechtsvormen (charitatief, religieus, educatief) in Nederland\u2019. Dan is het toch niet zo verwonderlijk, dat banken hun inspanningen richten op het onderzoeken van een combinatie van deze twee factoren onder hun klantenbestand. Zeker met in het achterhoofd de megaboete eerder opgelegd aan ING. Met vanzelfsprekend het gevaar, dat zij langs de grenzen van etnisch profileren lopen en waarschijnlijk erover heen.<\/p>\n\n\n\n

In dit geval is het niet het Nederlandse parlement, die harde toeslagenwetgeving heeft ingevoerd. Maar Europa, die via haar richtlijnen (onderhand alweer de vijfde) een harde wet tegen witwassen en terrorismefinanciering in Nederland laat implementeren. Nu gaat het niet slechts om de overheid als uitvoeringsinstantie. Maar het gehele maatschappelijke domein speelt daarin mee. Is het dan wachten op de eerste klachten, niet over vooringenomenheid van de Nederlandse overheid, maar nu van de Europese wetgever?<\/p>\n\n\n\n

In this case, it is not the Dutch parliament that has introduced hard allowance legislation. But Europe, which has implemented a hard law against money laundering and terrorist financing in the Netherlands through its guidelines (now already the fifth). Now it is not just about the government as an implementing body. But the entire social domain plays a part in this.
