Een belangrijk draaipunt in het rapport is de rol van de topambtenaar Dierikx die kennelijk belangrijke beslissingen nam na de aardbeving in 2012 (en dit kennelijk binnen de cultuur van Economische zaken past) om de gaswinning toch voort te zetten, zelfs te vermeerderen. Dit buiten de demissionaire minister om. Ook verzuimde deze ambtenaar zijn dan nieuwe minister Kamp op de hoogte te stellen van een technisch rapport, waarin stond, dat de gaswinning met 50% kon verminderen zonder de leveringszekerheid aan te tasten. Dat had wellicht de ramp kunnen verkleinen. We zien hier de macht van de ambtenaar. Een macht, die kennelijk ook een twistpunt was in de relatie tussen het presidium van de Tweede Kamer, waaronder mevrouw Arib en de ambtelijke ondersteuning. Wat resulteerde in het opstappen van mevrouw Arib en de ambtelijke top van de Tweede Kamer. In de toeslagen affaire deed zich iets soortgelijks voor, waar de ambtelijke top niet voldoende belangrijke signalen richting de politieke top stuurde. Wie is nu eigenlijk de informele baas op een departement? Is dit opgeteld bij niet doortastend optredende politici wellicht de oorzaak van het falen van het landsbestuur? Is dit wat de burger van het rapport moet leren?<\/p>\n\n\n\n<p class=\"has-white-color has-vivid-red-background-color has-text-color has-background\">Interesting is the remark of Ms Bergkamp, \u200b\u200bchairman of the House of Representatives, on the social medium LinkedIn, that we should learn from the gas survey report (NRC 25\/2\/23). An important turning point in the report is the role of top civil servant Dierikx, who apparently took important decisions after the earthquake in 2012 (and this apparently fits within the culture of Economic Affairs) to continue gas extraction, even to increase it. This without involving the caretaker minister. This official also failed to inform his then new minister Kamp of a technical report, which stated that gas extraction could be reduced by 50% without affecting the security of supply. That might have mitigated the disaster. We see here the power of the civil servant. A power that was apparently also a bone of contention in the relationship between the presidium of the House of Representatives, including Mrs Arib, and the official support. Which resulted in the resignation of Mrs. Arib and the top civil servants of the House of Representatives. Something similar happened in the benefits affair, where the top officials did not send enough important signals to the political top. Who is actually the informal boss in a department? Added to the fact that politicians do not act decisively, is this perhaps the cause of the failure of the national government?
