Samenvatting<\/p>\n\n\n\n

De Belastingdienst hield tot aan de Russische invasie van Oekra\u00efne jarenlang niet bij welke personen en bedrijven in hun systemen op een sanctielijst stonden. Zo had de dienst gesanctioneerden uit “bijvoorbeeld Syri\u00eb en Iran” niet in beeld, evenals Russen die sinds de Krim-inval in 2014 op de Europese sanctielijst stonden. Na de invoering van nieuwe sancties tegen Rusland in februari 2022 was daarom een “inhaalslag” nodig op de hele sanctielijst.<\/p>\n\n\n\n

Dat blijkt uit interne stukken van het ministerie van Financi\u00ebn, die NRC heeft verkregen na een beroep op de Wet open overheid. Het ministerie openbaarde afgelopen maand enkele honderden pagina’s interne documenten en correspondentie met betrekking tot de Rusland-sancties, nadat NRC hier in mei 2022 om had gevraagd. Uit de stukken blijkt duidelijker dan tot nu toe bekend was hoe slecht voorbereid de Nederlandse overheid was op uitvoering van dergelijke maatregelen.<\/p>\n\n\n\n

Tijdens het lezen van het artikel in NRC 23\/2\/24 (De Belastingdienst had tot Oekra\u00efne-inval geen zicht op gesanctioneerde Russen) blijft bij mij hangen de slogan ‘drop the dead donkey’, alles uit je handen laten vallen voor een ‘scoop’ in het nieuws. Daar was bij de overheid geen sprake van na het bekend worden van de sancties tegen de oligarchen als gevolg van de Russische inval in Oekra\u00efne nu precies 2 jaar geleden. En eigenlijk al vanaf de Kriminval. Dat past geheel in de traditie van een bureaucratische organisatie. Maar nieuw en zorgwekkend is, dat de gevraagde info, gerechtvaardigd op grond van de wet open overheid, via de rechter moet worden afgedwongen en zelfs na het incasseren van de maximale dwangsom. Ondanks de belofte van de overheid naar aanleiding van de toeslagen affaire om te verbeteren. Aan de andere kant balanceert het woo verzoek op de rand van nationale veiligheid en is krampachtige geheimhouding daarom te begrijpen. Immers, Rusland krijgt nu inzicht in de bureaucratische bevelstructuur en de alertheid van een staat, waarmee het in feite indirect in oorlog is. Dat stemt Rusland tot grote tevredenheid, mocht er ooit een directe confrontatie plaatsvinden.<\/p>\n\n\n\n
