Hoop, lef en trots. De slogan van het hoofdlijnakkoord. Voorlopig. \u201cMet een programkabinet waarin PVV, VVD, NSC en BBB mensen houvast en steun bieden. Een kabinet dat lef toont en trots uitstraalt. Een kabinet dat hoop geeft. Of het nou gaat om bestaanszekerheid, zorg of geld in de portemonnee, of het beschikbaar zijn van voldoende woningen, onze ambitie is groot. We willen ook de veel te hoge instroom van asielzoekers en immigranten keren. We willen dat boeren, tuinders en vissers weer een toekomst hebben. We zien een overheid die een baken van betrouwbaarheid is voor alle Nederlanders. Mensen die rechtszekerheid en goed bestuur verdienen. Met veiligheid voor hun gezin in de eigen buurt\u201d. Aldus de intro van het akkoord.<\/p>\n\n\n\n

Dat is niet niks, maar het zou ook de intro van een links akkoord kunnen zijn. Want wie kan hier nu op tegen zijn? Maar het verschil is natuurlijk de inzet en omvang van de overheid. Zo lijkt meer geld naar \u201claw and order\u201d te gaan, maar ook naar de versterking van de rechtsstaat. Daar heb je natuurlijk wel ambtenaren voor nodig. Laat daar nu meteen een demotiverende \u2018cap\u2019 op komen. De kennelijke toename met 22% van het aantal ambtenaren tussen 2018 en 2022 lijkt door een structurele vermindering van apparaatsuitgaven met 22% te worden teruggenomen: \u201ceen stevige ingreep op het ambtelijk apparaat van de kerndepartementen (niet zijnde uitvoeringsorganisaties), die niet is op te vangen door effici\u00ebnter te gaan werken maar vraagt om duidelijke keuzes in de kerntaken van de rijksoverheid zoals verwoord in het hoofdlijnenakkoord.\u201d Had Van Rij net vol trots bekendgemaakt, dat de doelstelling 2024 voor het aantrekken van belastingambtenaren ruimschoots is gehaald. Het lijkt erop, dat de Belastingdienst als uitvoeringsorganisatie de dans ontspringt.<\/p>\n\n\n\n

Daarbij lijkt de selectieve verontwaardiging over de 9,7% loonsverhoging voor de rijksambtenaar in CAO Rijk 2024 de uitwerking niet te missen: \u201cVanaf 1 januari 2026 gaat een nullijn gelden voor rijksambtenaren voor de periode van \u00e9\u00e9n jaar. Met deze nullijn wordt de loonontwikkeling van rijksambtenaren gematigd. Omdat de CAO Rijk doorwerkt op de lonen van politieke ambtsdragers gaan zij mee in de nullijn.\u201d<\/p>\n\n\n\n

Dat zal niet bijdragen aan het aantrekken van hoogwaardige rechters voor de gewenste invoering van een Constitutioneel Hof. Maar de slang bijt niet alleen op dat punt in zijn staart. Het wettelijke programma (zoals over klimaat), die deze coalitie voor ogenstaat, lijkt een stormloop op een Constitutioneel Hof te garanderen.<\/p>\n\n\n\n

A cabinet that shows courage and radiates pride. A cabinet that gives hope. Whether it concerns social security, healthcare or money in your pocket, or the availability of sufficient housing, our ambition is great. We also want to stem the excessively high influx of asylum seekers and immigrants. We want farmers, gardeners and fishermen to have a future again. We see a government that is a beacon of reliability for all Dutch people. People who deserve legal certainty and good governance. With safety for their family in their own neighborhood.\u201d Thus the intro of the chord.<\/p>\n\n\n\n

That’s quite something, but it could also be the intro to a left-wing chord. Because who can be against this? But the difference is of course the commitment and size of the government. More money appears to be going to \u201claw and order\u201d, but also to strengthening the rule of law. Of course you need civil servants for that. Immediately put a demotivating cap on that. The apparent increase of 22% in the number of civil servants between 2018 and 2022 appears to be reversed by a structural reduction in administrative expenditure by 22%: \u201ca major intervention in the civil service of the core departments (not being executive organizations), which cannot be offset. by working more efficiently, but requires clear choices in the core tasks of the central government as expressed in the outline agreement.\u201d Van Rij had just proudly announced that the 2024 target for attracting tax officials has been amply achieved. It seems that the Tax Authorities as an implementing organization are getting away with it.<\/p>\n\n\n\n

In addition, the selective outrage about the 9.7% pay increase for government civil servants in the Central Government Collective Labor Agreement 2024 does not seem to have any effect: \u201cFrom January 1, 2026, a zero line will apply for government civil servants for a period of one year. This zero line moderates the wage development of government civil servants. Because the Central Government Collective Labor Agreement affects the salaries of political office holders, they are included in the zero line.\u201d<\/p>\n\n\n\n

This will not contribute to attracting high-quality judges for the desired introduction of a Constitutional Court. But the snake doesn’t just bite its tail at that point. The legal program (such as on climate), which this coalition envisages, seems to guarantee a rush to a Constitutional Court.<\/p>\n\n\n\n
