Met name de noodzakelijk geachte verhoging van de arbeidsdeelname vereist een brede, toekomstgerichte aanpak waarbij de vergrijzing niet los wordt gezien van andere maatschappelijke \u2018megatrends\u2019 als internationalisering, informatisering en met name de individualisering\u201d.<\/p>\n\n\n\n<p class=\"has-white-color has-vivid-cyan-blue-background-color has-text-color has-background has-link-color wp-elements-cbf2fab4407d9a384b17ecdcf9077058\">Neen, dit zijn geen wijze woorden anno 2024, maar een citaat uit het advies van de SER van feb 2002 over de EU en de gevolgen van de vergrijzing. Zo\u2019n 22 jaar, voordat de WRR in haar recente rapport Nederland aanspoort zich beter voor te bereiden op de vergrijzing in Europa.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.ser.nl\/-\/media\/ser\/downloads\/adviezen\/2002\/eu-vergrijzing.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><u>https:\/\/www.ser.nl\/-\/media\/ser\/downloads\/adviezen\/2002\/eu-vergrijzing.pdf<\/u><\/a><\/p>\n\n\n\n<p class=\"has-white-color has-vivid-cyan-blue-background-color has-text-color has-background has-link-color wp-elements-951955715bf63b270fc98a7ba8490987\">In een \u2018nutshell\u2019 schreef de SER toen hetzelfde als de WRR nu (NRC 25\/9\/24). Is er dan niets gebeurd? Natuurlijk wel. Maar is het glas halfleeg of halfvol? De WRR lijkt naar mijn mening te waarschuwen, dat de EU niet is opgewassen tegen de (economische) schade die de sneller dan verwachte vergrijzing veroorzaakt. Nederland zal daar de gevolgen van ondervinden en moet dus eigen acties ondernemen. Maar de EU zelf ziet dat toch anders in de conclusie van haar rapport Demographic Change uit 2023: \u201cHowever, it is precisely this multi-dimensionality of demography that presents an opportunity to be grasped, for the EU to be at the forefront as actor and innovator in this field.\u201d&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/commission.europa.eu\/system\/files\/2023-01\/Demography_report_2022_0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><u>https:\/\/commission.europa.eu\/system\/files\/2023-01\/Demography_report_2022_0.pdf<\/u><\/a><\/p>\n\n\n\n<p class=\"has-white-color has-vivid-cyan-blue-background-color has-text-color has-background has-link-color wp-elements-405bb81540d28ea2b763b27972de17b0\">De WRR had in haar advies best ook nog de \u2018willingness\u2019 van Europa kunnen noemen om het hoofd te bieden aan de gevolgen van de vergrijzing. In ieder geval een wetenschappelijke inschatting kunnen maken van de impact van Europa op de gevolgen ervan in alle lidstaten en dus ook in Nederland. Die impact lees ik niet in het rapport terug. Daarmee schiet de WRR in haar wetenschappelijke benadering tekort en dat zou niet mogen.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.wrr.nl\/publicaties\/rapporten\/2024\/09\/25\/europese-vergrijzing-in-het-vizier\" target=\"_blank\" rel=\"noreferrer noopener\"><u>Europese vergrijzing in het vizier. Omgaan met pensioen- en begrotingsrisico\u2019s<\/u><\/a><\/p>\n\n\n\n<p class=\"has-white-color has-vivid-red-background-color has-text-color has-background has-link-color wp-elements-6e6a11a52b79e8188928f02cf0509b63\">\u201cIt is important that Member States develop a joint vision for dealing with the consequences of aging and take timely measures to this end. In particular, the increase in labor participation deemed necessary requires a broad, future-oriented approach in which the aging population is not viewed separately from other social &#8216;mega trends&#8217; such as internationalization, computerization and, in particular, individualization.&#8221;<\/p>\n\n\n\n<p class=\"has-white-color has-vivid-red-background-color has-text-color has-background has-link-color wp-elements-d9c25a8ba7a3d9c26b0a5ffd6d922c11\">No, these are not wise words in 2024, but a quote from the SER&#8217;s advice of February 2002 on the EU and the consequences of aging. About 22 years, before the WRR in its recent report urged the Netherlands to better prepare for an aging population in Europe.<\/p>\n\n\n\n<p class=\"has-white-color has-vivid-red-background-color has-text-color has-background has-link-color wp-elements-7bc03675e5dd472a18905c9e93b1683c\">In a &#8216;nutshell&#8217;, the SER then wrote the same thing as the WRR now (NRC 25\/9\/24). So nothing happened? Of course. But is the glass half empty or half full? In my opinion, the WRR seems to be warning that the EU is unable to cope with the (economic) damage caused by the faster-than-expected aging of the population. The Netherlands will experience the consequences of this and must therefore take its own actions. But the EU itself sees this differently in the conclusion of its 2023 Demographic Change report: \u201cHowever, it is precisely this multi-dimensionality of demography that presents an opportunity to be grasped, for the EU to be at the forefront as actor and innovator in this field.\u201d<\/p>\n\n\n\n<p class=\"has-white-color has-vivid-red-background-color has-text-color has-background has-link-color wp-elements-394f9f15923f6d03294e7bce1331f659\">In its advice, the WRR could well have also mentioned Europe&#8217;s willingness to cope with the consequences of an aging population. In any case, be able to make a scientific assessment of the impact of Europe on its consequences in all member states and therefore also in the Netherlands. I do not read that impact in the report.
