‘Institutional’ racism: is there no trace of the culprits?
Vermoedelijk heeft Stephan Sanders (NRC 13/6/2022 ‘Institutioneel’ racisme: van de schuldigen ontbreekt elk spoor) niet achter een bureau gewerkt als toezichthouder van een wet bij de overheid of als medewerker claimbehandeling bij een verzekeringsmaatschappij. De bureaucratie werkt in beide gevallen hetzelfde. Er is een uiteindelijk leidinggevende die de instructies van hogerhand doorgeeft aan de medewerkers. Die laatsten voeren die uit achter hun bureau.

The bureaucracy works the same in both cases. There is an ultimate manager who passes on the instructions from above to the employees. The latter carry it out behind their desk.
De top is verantwoordelijk voor het gebleken institutioneel racisme in de organisatie. Iemand moet tenslotte hangen. Kennelijk heeft de best betaalde het niet in de hand. Bij het ambtelijk apparaat is de minister verantwoordelijk. Bij een verzekeringsmaatschappij zullen de aandeelhouders het bestuur wegsturen, als de imagoschade hun belegging schaadt. Maar het wordt anders als je in de lijn naar beneden moet aanwijzen wie nu daadwerkelijk iets gezegd of gedaan heeft wat op racisme lijkt. Sanders’ butler, die de moord op zijn geweten heeft. Dus een medewerker die doelbewust erop uit is om een klant uit de stapel te pakken puur op grond van kenmerken genoemd in art 1 van de Grondwet. Dat zal niet gebeuren. De selectie uit de stapel is bestemd voor een grote groep uitvoerende medewerkers en zal altijd berusten op professionele ervaring van meerdere medewerkers, die vinden dat de achtergrond van de te onderzoeken persoon ertoe doet in relatie tot het risico. Voortschrijdend inzicht laat nu zien, dat dat te ver gaat. Maar het is niet eenvoudig en ook niet terecht dit koste wat kost terug te herleiden naar een specifieke medewerker. Alle medewerkers hebben schuld. Maar die zitten in een systeem. Om in termen van Sanders te blijven: het systeem is de butler, die de moord heeft gepleegd.

So an employee who is deliberately out to take a customer from the pile purely on the basis of characteristics mentioned in Article 1 of the Constitution. That will not happen. The selection from the stack is intended for a large group of executive employees and will always be based on the professional experience of several employees, who believe that the background of the person under investigation matters in relation to the risk. Progressive insight now shows that this is going too far. But it is not easy and also not right to trace this back to a specific employee at all costs. All employees are to blame. But they are in a system. To stay in Sanders’ terms: the system is the butler, who committed the murder.
