Should Prime Minister Rutte continue for years to come?
Kent u het amusementsprogramma the X-factor nog? Op zoek naar talent met die onbekende X factor die succes garandeert. Nou, Mark Rutte lijkt onderhand een goed voorbeeld van zo’n talent te zijn. Peter Rehwinkel wijdt in NRC 22/7/2022 een artikel over de houdbaarheidsdatum van de premier. Die lijkt deze PvdA politicus voorlopig niet te zien. Gepromoveerd op dit onderwerp lijkt Rehwinkel recht van spreken te hebben.
Maar Rehwinkel geeft niet het geheim prijs, waarom Mark Rutte het nog lang mag volhouden als premier. Deze neoliberaal met het uiterlijk van een vrolijke student, behept met een rappe tong én een schaterlach binnen handbereik, geeft zijn partij de VVD met veel bravoure en charme een gezicht. In het publieke domein laat hij zich als doorgewinterde ‘campaigner’ niet gauw van zijn stuk brengen, juist als hij zonder beveiliging met een appel in de hand de pers blijmoedig te woord staat. Dat is de x-factor van Mark Rutte.
Zolang de VVD steeds ruim als eerste uit de stembus komt, lijkt de partij niet het risico op implosie te willen lopen door hun stemmentrekkende kopman te vervangen. Hoe langer Rutte blijft, hoe verslaafder de partij raakt aan haar kopman. En dus aan Mark Rutte als premier. De coalitiegenoten volgen in het kielzog. Hij is in staat gebleken coalities te vormen in een versplinterd politiek landschap, al 4 kabinetten lang. Hij oogt alsof elk maatschappelijk probleem voor hem oplosbaar is. Hij is daardoor wonderlijk genoeg de grote verbinder gebleken, ondanks de aversie tegen zijn persoon vanwege de geur van leugens die om zijn persoon zweeft. Dat is de x-factor van Mark Rutte.
Hij overleeft de vertrouwenskwestie naar aanleiding van zijn slechte geheugen in de Omzigt én de Nokia affaire. Opmerkelijk, omdat de hele tweede kamer inclusief zijn huidige coalitiegenoten hem niet vertrouwden en nog steeds niet vertrouwen. Hij is het vleesgeworden bewijs, dat het appél op het moraliteitsbesef van de politicus slechts effect heeft, indien de politicus door de volksvertegenwoordiging wordt weggestuurd. En dat gebeurt dus niet bij Mark Rutte. Wel vindt hij steeds weer de juiste toon. Zo belooft hij deemoedig als een Pietje Bel zijn stinkende best te doen om aan zichzelf te werken. Dat wordt wonderwel geaccepteerd. Dat is de x-factor van Mark Rutte.
Hij weet, dat hij zich moet richten op de toekomst. Daarom geeft hij les op een middelbare school om in contact te blijven met de volwassenen van de toekomst. Daarom vraagt hij de zwaar door de pandemie getroffen jongeren met ideeën te komen, waarmee hij een snaar van goodwill raakt. Maar die snaar weet hij ook te vinden bij zijn collega’s in het buitenland. Na de ramp met MH17 in 2014 oogstte het optreden van Rutte van alle kanten lof. De Australische premier Morrison gaf Rutte later zelfs een hoge onderscheiding voor zijn ‘voortreffelijk en voorbeeldig leiderschap’. Hij heeft daardoor een behoorlijk internationaal aanzien verworven en – anders dan zijn collega’s in de Tweede Kamer hem toedichten – ook geloofwaardigheid als premier. Dat is de x-factor van Mark Rutte.
Het klinkt raar, maar het wantrouwen in Rutte lijkt een stabiele factor te zijn, terwijl Rutte wel zaken voor elkaar krijgt. Al 4 kabinetten lang. Juist in komende tijden van ongekende crises is de x-factor van minister-president Mark Rutte nodig, die weliswaar niet voor iedereen een geloofwaardig kompas heeft, maar die er wel voor zorgt, dat het land niet verstrikt raakt in besluiteloosheid door versplintering van het politieke speelveld. Dat kan het land er echt niet bij hebben. Premier Rutte moet daarom nog jaren doorgaan.

Peter Rehwinkel dedicates an article in NRC 22/7/2022 about the expiration date of the prime minister. He does not seem to see this PvdA politician for the time being. Rehwinkel appears to have been promoted on this subject.
But Rehwinkel does not reveal the secret of why Mark Rutte can last as prime minister for a long time to come. This neoliberal with the appearance of a cheerful student, with a quick tongue and a burst of laughter within reach, gives his party the VVD a face with a lot of bravado and charm. In the public domain, as a seasoned ‘campaigner’, he is not easily taken aback, especially when he speaks cheerfully to the press without security with an apple in hand. That is Mark Rutte’s x-factor.
As long as the VVD is always well ahead of the polls, the party does not seem to want to run the risk of implosion by replacing their voting leader. The longer Rutte stays, the more addicted the party gets to its leader. And so to Mark Rutte as prime minister. The coalition members follow in their wake. He has been able to form coalitions in a fragmented political landscape for 4 cabinets. He looks as if every social problem is solvable for him. As a result, he has surprisingly turned out to be the great connector, despite the aversion to his person because of the smell of lies that floats around his person. That is Mark Rutte’s x-factor.
He survives the trust issue as a result of his bad memory in the Omzigt and the Nokia affair. Remarkable, because the entire House of Representatives, including his current coalition members, did not trust him and still do not trust him. He is proof incarnate that the appeal to the politician’s sense of morality only has an effect if the politician is sent away by the parliament. And that does not happen with Mark Rutte. However, he always finds the right tone. For example, he humbly promises to do his best to work on himself. That is wonderfully accepted. That is Mark Rutte’s x-factor.
He knows that he must focus on the future. That’s why he teaches at a secondary school to keep in touch with the adults of the future. That’s why he asks the young people hit hard by the pandemic to come up with ideas that strike a chord of goodwill. But he also manages to find that chord with his colleagues abroad. After the disaster with MH17 in 2014, Rutte’s performance received praise from all sides. Australian Prime Minister Morrison later even gave Rutte a high award for his ‘excellent and exemplary leadership’. As a result, he has acquired a considerable international reputation and – contrary to what his colleagues in the House of Representatives attribute to him – also credibility as prime minister. That is Mark Rutte’s x-factor.
It sounds strange, but the mistrust in Rutte seems to be a stable factor, while Rutte does get things done. Already 4 cabinets long. It is precisely in coming times of unprecedented crises that the x-factor of Prime Minister Mark Rutte is needed, who may not have a credible compass for everyone, but who will ensure that the country does not become entangled in indecision due to the fragmentation of the political playing field. The country really can’t afford that. Prime Minister Rutte must therefore continue for years to come.
